In short
A 95% mortgage is a residential mortgage at 95% loan-to-value: a loan of 95% of the property's purchase price or valuation, whichever is lower, with the buyer providing a 5% deposit.
What is a 95% mortgage?
A 95% mortgage is a residential mortgage at 95% loan-to-value: a loan of 95% of the property's purchase price or valuation, whichever is lower, with the buyer providing a 5% deposit. 95% is the highest loan-to-value for a home purchase on the cases we arrange. Lenders offer it both under the government's permanent Mortgage Guarantee Scheme, which supports eligible mortgages above 90% and up to 95% loan-to-value through participating lenders, and outside the scheme at their own risk. A 95% mortgage is a regulated residential loan under the Financial Conduct Authority's MCOB rules, assessed on the borrower's income, credit and the property under the lender's 95% criteria, which can be stricter than elsewhere in residential lending because the equity cushion is thin.
The scheme is intended to keep 95% lending available and does not change the rate, the affordability test or the credit score required. The guarantee protects the lender against part of its loss if the property is repossessed and sold at a loss, and lenders can claim within seven years of completion. It excludes buy to let, shared ownership and shared equity purchases, and applicants it defines as credit-impaired. At least one borrower must normally intend to live in the home (the rules make an exception for some armed forces postings), and lenders set their own property criteria. The borrower sees a standard 95% product and remains liable for the whole loan. First-time buyers and home movers are both eligible.
95% mortgage rates
Residential mortgage pricing is usually tiered by loan-to-value, and 95% is the top tier, priced above 90%, which is priced above 85%, because the lender's exposure to a fall in value is greatest. Products inside and outside the guarantee scheme sit in the same tier, so the scheme is not a reason to choose one product over another; borrowers compare 95% products on rate, fee, term and features as on any purchase. A 10% deposit brings a lower balance and a lower pricing tier, so a buyer close to a 10% deposit weighs waiting against buying now.

95% mortgage criteria
The scheme rows below come from the published 2025 Mortgage Guarantee Scheme rules. Lender criteria at 95%, such as income multiples, credit scoring, property types and maximum term, vary by lender and product, so an adviser checks the current criteria for the individual case.
Rows that mention Mortgage Lane describe our own experience of the lenders we use, separately from the scheme rules; they are not a market rule or a promise. On the cases we arrange, the income multiple at 95% is usually the same as at lower loan-to-values, 95% is available on some new-build houses and flats, applicants with adverse credit are usually limited to around 90%, and the maximum term is usually 40 years.
95% mortgage criteria
| Criterion | Value |
|---|---|
| Loan-to-value | 95% of the lower of purchase price and valuation; 5% deposit |
| Mortgage Guarantee Scheme | 2025 scheme: eligible mortgages above 90% and up to 95% loan-to-value via participating lenders; the guarantee covers part of a lender's qualifying losses for up to seven years. Excludes buy to let, shared ownership, shared equity and credit-impaired applicants; lenders set property criteria. |
| Outside the scheme | Lenders can also offer 95% products at their own risk, under their own criteria |
| Affordability | Standard residential affordability, with income multiples and stress rates set by each lender. In Mortgage Lane's experience 5 times income is standard, up to 6 for professionals and specialist products, and the same multiple usually applies at 95% |
| Credit | Can be stricter than at lower loan-to-values; the 2025 scheme excludes applicants it defines as credit-impaired, and 95% lending with adverse credit cannot be assumed |
| Deposit source | Savings, gifted deposits from family with a gift letter, Lifetime ISA bonus, Forces Help to Buy; borrowed deposits depend on the lender's rules |
| Property types | Houses and standard flats. New-build rules vary by lender: in Mortgage Lane's experience some lenders we use lend up to 95% on new-build houses and flats, with fewer options than for existing homes. Non-standard construction is restricted or excluded by some lenders |
| Purpose | Purchase; remortgages at 95% depend on the lender's criteria |
| Term | Long terms are used at 95% to support affordability. In Mortgage Lane's experience the maximum term is usually 40 years; some lenders set no upper age limit at the end of the term and others may cap it at 85 |
| Repayment type | Capital repayment. Mortgage Guarantee Scheme loans must be repayment mortgages, and in Mortgage Lane's experience residential interest-only is usually limited to about 75% loan-to-value |
| Family-assisted routes | Joint borrower sole proprietor for affordability; gifted deposits; family springboard products as the 100% alternative |
| Adverse credit | The 2025 Mortgage Guarantee Scheme excludes applicants it defines as credit-impaired. Outside the scheme, lender criteria decide; in Mortgage Lane's experience applicants with adverse credit are usually limited to around 90% loan-to-value with the lenders we use |
Types of 95% mortgage, and who each is for
The routes to a 95% mortgage depend on the buyer and the property.
95% mortgages for first-time buyers
A first-time buyer with a 5% deposit on a first home is assessed on income, credit and the property under the lender's 95% tier. In England and Northern Ireland, first-time buyer stamp duty relief applies up to £300,000, with no relief above £500,000, and a Lifetime ISA bonus is usable towards the deposit, subject to the scheme's conditions. The Mortgage Guarantee Scheme, First Homes, shared ownership and family-assisted structures are set out in our first-time buyer mortgage guide.

95% mortgages for home movers
Movers with limited equity, after a fall in value or when moving to a more expensive area, can borrow at 95% on the same terms as first-time buyers, and the Mortgage Guarantee Scheme is open to both. The equity released from the sale forms the deposit, and lenders assess the new loan on income and credit as on any purchase.

The Mortgage Guarantee Scheme
The permanent scheme launched in July 2025 after the temporary scheme closed in June 2025. It supports eligible mortgages above 90% and up to 95% loan-to-value through participating lenders, with the government covering part of a lender's qualifying losses. The guarantee protects the lender, not the borrower. The 2025 rules exclude buy to let, shared ownership and shared equity purchases and applicants they define as credit-impaired. Property type and any price limit depend on the lender's product criteria.

95% mortgages on new-build homes
Lender rules on new-build houses and flats at 95% vary, for example on developer incentives and valuation risk. In Mortgage Lane's experience some of the lenders we use lend up to 95% on new-build houses and flats, but there are fewer options than for an existing home and the lender's new-build rules decide. Deposit Unlock, the house builders' 95% new-build scheme, closed to new completions in April 2026 (Home Builders Federation), and First Homes, where available locally, offers new builds at a discount that reduces the loan needed. Lenders lend on the discounted price, as our page on section 106 mortgages explains. Incentives, warranties and valuation at completion are covered on investing in new builds and conversions.

95% mortgages with adverse credit
The 2025 Mortgage Guarantee Scheme excludes applicants it defines as credit-impaired, and lenders offering products outside it have their own criteria. Our CCJ mortgages page sets out how the scheme's credit-impaired test treats county court judgments, and our mortgages with missed payments page covers its test for arrears. A recent credit event can limit the available products or require a larger deposit, so a 95% mortgage cannot be assumed. In Mortgage Lane's experience, applicants with adverse credit are usually limited to around 90% loan-to-value with the lenders we use, so a 10% deposit is the more realistic starting point.
Get in touch with your credit report so we can assess the current options.
Family-assisted 95% and the 100% alternatives
Where a 5% deposit is available but income is short, a joint borrower sole proprietor mortgage adds a family member's income without adding them to the title. Where the deposit itself is short, a gifted deposit or a family springboard product (family savings held as security) fills the gap, and a small number of lenders offer 98% or 100% products to first-time buyers on strict criteria, including track-record products based on rent history. The structures are set out in the first-time buyer mortgage guide.

With a £10,000 deposit on an illustrative £200,000 home, a 5% fall in value removes all the equity, and the first year's repayments at 5.2% over 30 years rebuild only £2,704 of it.
95% mortgage lenders
Lenders offer 95% products inside the guarantee scheme or at their own risk, and each sets its own credit score threshold, income multiple, property rules and new-build caps at 95%, which is where cases succeed or fail. Lenders differ at 95% on whether flats are accepted, whether new builds are, whether a property of non-standard construction is accepted, how gifted deposits are treated, what credit score is required and what income multiple applies, so a case one lender declines may still fit another lender's criteria. In July 2025 the Bank of England's Financial Policy Committee recommended letting individual lenders increase their share of high loan-to-income lending within the overall limit, and the Prudential Regulation Authority and the FCA are consulting on the framework in CP6/26 (published 1 April 2026). The consultation paper reports that first-time buyers made up 54% of high loan-to-income lending in the second quarter of 2025. In Mortgage Lane's experience, the lenders we use usually apply the same income multiple at 95% as at lower loan-to-values, and the lender's affordability assessment then decides the loan.
How a 95% mortgage is arranged
- Affordability and credit. Income, commitments and the credit report assessed against the 95% tier; the deposit source and property type confirmed against lender policy.
- Agreement in principle. A credit-checked decision in principle from a lender whose 95% policy fits the buyer and the property, with flats, new builds and gifted deposits checked first.
- Full application and valuation. Income, deposit and identity evidence; the lender's valuation, with the loan capped at 95% of the lower of price and value.
- Offer, exchange and completion. The mortgage offer, legal work, exchange with the 5% deposit, and completion.
The 95% arithmetic: payments, tiers and the equity cushion
Three numbers decide whether a 95% mortgage is the right choice: the monthly payment, the pricing tier the deposit buys and the equity left if values fall.
Step 1. The loan and the payment
An illustrative £200,000 purchase with a 5% deposit, at the illustrative 5.2% rate used across our guides:
Step 1 figures
| Item | Figure |
|---|---|
| Purchase price | £200,000 |
| Deposit (5%) | £10,000 |
| Loan (95%) | £190,000 |
| Monthly payment, 30-year term, illustrative 5.2% | £1,043.31 |
| Monthly payment, 35-year term, illustrative 5.2% | £983.28 |
Step 2. What a 10% deposit changes
The same purchase with a 5% and a 10% deposit, with 5.2% held constant across both columns to isolate the balance effect:
Step 2: a 5% deposit against a 10% deposit
| Item | 5% deposit | 10% deposit |
|---|---|---|
| Loan | £190,000 | £180,000 |
| Monthly payment (30 years, 5.2%) | £1,043.31 | £988.40 |
| Pricing tier | 95%, the highest | 90%, one tier lower |
Illustrative arithmetic on hypothetical figures; 5.2% is not a product rate. In practice the 90% tier usually carries a lower rate, which widens the gap. Not an offer of finance.
The £10,000 of extra deposit reduces the payment by £54.91 a month on the balance alone, and the tier change usually reduces it further. That is the calculation behind weighing whether to wait, or to seek a gift, rather than buy at 95%.
Step 3. The equity cushion
On the same £190,000 loan:
Step 3 figures
| Item | Figure |
|---|---|
| Value at purchase | £200,000 |
| Loan | £190,000 |
| Equity at purchase | £10,000 (5%) |
| Value after a 5% fall | £190,000 |
| Equity after a 5% fall | Nil |
| Loan balance after one year (30-year term, 5.2%) | £187,296 |
A 5% fall in value removes the entire deposit, and the first year's capital repayment rebuilds £2,704 of it. The guarantee scheme insures this risk for the lender, not the borrower, and with almost no equity to fall back on, the lender relies on the borrower's affordability. A buyer who intends to move within a few years, or who is buying where prices may fall, weighs this against the cost of waiting.
Step 4. The term lever
Longer terms of 30, 35 and, at some lenders, 40 years reduce the monthly payment and the stressed payment; the cost is total interest, which rises steeply with term. The Step 1 table shows about £60 a month between 30 and 35 years on £190,000 (£1,043.31 against £983.28). In Mortgage Lane's experience the maximum term with the lenders we use is usually 40 years; some set no upper age limit at the end of the term and others may cap it at 85, so the borrower's age can shorten the term available. Overpayments let a borrower take a long term for affordability and shorten it in practice: in our experience most lenders allow up to 10% a year without an early repayment charge, some allow 20% and some none, so the product's own terms are checked.
Step 5. What the guarantee scheme does and does not do
The scheme guarantees part of the lender's loss, is intended to keep 95% lending available, and has published eligibility rules that exclude buy to let, shared ownership and shared equity purchases and applicants defined as credit-impaired; lenders set their own property criteria. It does not lower the rate, loosen affordability, reduce the credit score required or protect the borrower from negative equity. An adviser compares products inside and outside the scheme on what suits the buyer and the property.
What decides the case
The price and the deposit are fixed. The buyer controls the lender (policy differs at 95%), the term, the deposit source, any family-assisted structure and the timing: whether to buy at 95% now or reach 90% first. Run the three numbers before making an offer.

Frequently asked questions about 95% mortgages
What is a 95% mortgage?
A 95% mortgage is a residential mortgage at 95% loan-to-value: a loan of 95% of the lower of the purchase price and the valuation, with the buyer providing a 5% deposit. It is the highest residential loan-to-value on the cases we arrange, offered inside and outside the government's permanent Mortgage Guarantee Scheme, and the affordability and credit tests at 95% can be stricter than at lower loan-to-values.
Can I get a 95% mortgage as a first-time buyer?
A first-time buyer can get a 95% mortgage from lenders offering 95% products, inside the Mortgage Guarantee Scheme or at the lender's own risk, subject to income, credit and property criteria at the lender's 95% tier. In England and Northern Ireland, first-time buyer stamp duty relief applies up to £300,000, with no relief on a price above £500,000, and a Lifetime ISA bonus can count towards the deposit, subject to the scheme's conditions.
What is the 95% mortgage scheme?
The permanent 2025 Mortgage Guarantee Scheme supports eligible mortgages above 90% and up to 95% loan-to-value through participating lenders. The government guarantee covers part of a lender's qualifying losses for up to seven years from completion; it does not reduce what the borrower owes. Lenders still assess affordability, credit and the property.
Are 95% mortgages still available in 2026?
95% mortgages are available in 2026 from lenders taking part in the Mortgage Guarantee Scheme and through products outside the scheme. The lender assesses affordability, credit, the deposit and the property, and availability for new builds, flats and non-standard construction varies by lender and product.
Which lenders offer 95% mortgages?
95% mortgages are offered by lenders taking part in the 2025 Mortgage Guarantee Scheme and by other lenders outside it, and each lender sets its own credit, income multiple, property and new-build rules at 95%. The scheme excludes borrowers it defines as credit-impaired, so 95% lending with adverse credit cannot be assumed. An adviser checks which current products fit the buyer and the property.
Are 95% mortgage rates higher?
95% mortgage rates are usually higher than rates at lower loan-to-values, because residential pricing is usually tiered by loan-to-value and 95% is the top tier, where the lender's exposure to a fall in value is greatest. Products inside and outside the Mortgage Guarantee Scheme sit in the same tier, so the scheme itself does not change the rate.
How much can I borrow on a 95% mortgage?
On a 95% mortgage you can borrow up to 95% of the lower of the purchase price and the valuation, subject to the lender's affordability assessment on income, commitments and a stressed rate at its 95% tier. In Mortgage Lane's experience 5 times income is the standard multiple, up to 6 for professionals and specialist products, and the lenders we use usually apply the same multiple at 95% as at lower loan-to-values; each lender's affordability assessment decides the actual figure. On a £200,000 purchase the loan is £190,000 with a £10,000 deposit, provided affordability supports it.
Can I get a 95% mortgage with bad credit?
The 2025 Mortgage Guarantee Scheme excludes borrowers it defines as credit-impaired. Other 95% products have their own lender criteria, so availability with adverse credit cannot be assumed. In Mortgage Lane's experience, applicants with adverse credit are usually limited to around 90% loan-to-value with the lenders we use. An adviser can review the events, their dates and the available products for the individual case.
Can I get a 95% mortgage on a new build?
You can get a 95% mortgage on a new build from lenders whose new-build rules allow it; lenders differ on new-build houses and flats at 95%, for example over developer incentives and the valuation. In Mortgage Lane's experience some of the lenders we use lend up to 95% on new-build houses and flats, with fewer options than for an existing home. Deposit Unlock, the house builders' 95% new-build scheme, closed to new completions in April 2026, so it is no longer a route for a new purchase. First Homes, where available locally, reduces the loan through a discount.
Can I get a 95% mortgage on a flat?
You can get a 95% mortgage on a standard flat from lenders whose 95% policy includes flats, but some lenders restrict flats at 95%, and rules on new-build flats differ between lenders. The lease length, service charge and building position are assessed as on any leasehold flat, and lender policy decides most flat cases at 95%.
Can I use a gifted deposit for a 95% mortgage?
You can use a gifted deposit for a 95% mortgage with lenders that accept gifts, usually with a signed gift letter confirming the money is a gift with no repayment and no interest in the property, and evidence of the donor's funds and identity. Some lenders restrict gifts from outside the immediate family, and each lender sets its own rules on a borrowed deposit.
What is a 95% mortgage calculator?
A 95% mortgage calculator works out the loan at 95% of the purchase price and the monthly payment for a given term and rate, with comparisons at 90% and 85% loan-to-value, the borrowing an income multiple supports after credit commitments (5 times income is the standard multiple in our experience, up to 6 for professionals and specialist products), the equity remaining after a fall in value and the longest term your age allows. Each lender's affordability assessment then decides the actual figure.
What happens to a 95% mortgage if house prices fall?
If house prices fall, the equity in a 95% mortgage shrinks quickly because the deposit is only 5%: a 5% fall removes the entire deposit, and a larger fall leaves the loan above the value, which is negative equity. The Mortgage Guarantee Scheme protects the lender against part of its loss, not the borrower, whose liability is unchanged.
Can I remortgage at 95%?
Whether you can remortgage at 95% loan-to-value depends on the lender's criteria, and a lender's participation in the Mortgage Guarantee Scheme may cover remortgages as well as new purchase loans, or new purchase loans only, so a scheme remortgage depends on the lender. A borrower with little equity at the end of a fixed rate can also compare a product transfer with the existing lender, which may not need a new income assessment where no extra borrowing is taken.
Is a 95% mortgage a good idea?
A 95% mortgage can suit a buyer who would otherwise wait years to save a larger deposit, can afford the payment at the 95% tier and intends to stay long enough for repayment and any growth in value to rebuild equity. It suits a buyer less well if they are close to a 10% deposit or likely to move soon.
What is the difference between a 95% mortgage and a 90% mortgage?
A 95% mortgage lends 95% of the price with a 5% deposit and a 90% mortgage lends 90% with a 10% deposit; on a £200,000 purchase the loans are £190,000 and £180,000. The 90% mortgage sits one pricing tier lower, so its rate is usually lower as well as its balance, and its equity cushion is double.
Can I get an interest-only 95% mortgage?
Interest-only at 95% loan-to-value cannot be expected for a residential purchase. Loans under the 2025 Mortgage Guarantee Scheme must be repayment mortgages, and in Mortgage Lane's experience residential interest-only is usually limited to about 75% loan-to-value with the lenders we use. 95% mortgages are therefore taken on capital repayment, often over long terms to support affordability, with overpayments allowed within the lender's limits.
Does the Mortgage Guarantee Scheme have a maximum property price?
The published 2025 Mortgage Guarantee Scheme rules do not list a £600,000 property price cap. That figure appears in material for the earlier scheme, which closed in June 2025. A participating lender can still set its own maximum property price and other property criteria, so check the product being offered.
Can I get a 95% mortgage with a joint borrower sole proprietor structure?
You can combine a 95% mortgage with a joint borrower sole proprietor structure where a lender offers both, adding a family member's income to the affordability assessment without adding them to the title. In our experience JBSP lending goes up to 95% for a residential purchase, though most is at up to 90%. The structure addresses income rather than the deposit, so the 5% deposit must still come from savings or a gift.
How long does a 95% mortgage take to arrange?
A 95% mortgage follows the same steps as any purchase mortgage, and the time from application to offer depends on the lender's affordability and credit assessment at the 95% tier, the valuation and the evidence of deposit and income. Choosing a lender whose 95% policy fits the buyer and the property is the main decision at the start, because policy varies between lenders.
